Mr. Edward Marc Fishman is the current PORAC Legal Defense Fund Administrator.
Before attaining his position as the Legal Administrator in July 2007 he had a solo practice in Petaluma, California known as the “Law Offices of Edward Marc Fishman” which he opened in March of 1993. There his practice emphasized in litigation and administrative/ labor law. Mr. Fishman has had the joy of building his business from the ground up and he has obtained much success.
Early in his years of practice he represented a variety of peace officers in matters relating to their employment. With this type of experience and affiliation he became a panel attorney for the PORAC Legal Defense Fund. As such, he has acquired an even larger array of experience and knowledge in representing officers and their associations in matters relating to administrative discipline, civil proceedings, criminal prosecutions, labor negotiations and a variety of other related matters. His personal insight into the laws and policies of peace officers and their associations has and will continue to assist him as the Legal Administrator.
Mr. Fishman has had numerous achievements as a practicing lawyer, one of his most recent and notable accomplishment was for the defense of an officer who was alleged to be one of the members of the "Oakland Riders."
Edward Fishman was born and raised in Brooklyn, New York where he attended and graduated South Shore High School. In continuance of his education he received a Bachelor's Degree in Rhetoric and Communication with a Business Minor at the State University of New York at Albany (in 1982). Shortly thereafter, upon moving to California, Edward obtained a Doctorate of Jurisprudence from Hastings College of the Law in the spring of 1991 and became a sworn active member of the California State Bar Association beginning in December of the same year.
Edward Fishman’s vast knowledge and experiences have aided him in continuing to pursue a dynamic relationship between peace officers, attorneys and staff, which Legal Defense Fund strives to ensure.
Assistant Legal Administrator
Ms. Rebecca Lynne Mann is the current PORAC Legal Defense Fund Assistant Legal Administrator.
Before attaining her position as the Assistant Legal Administrator in October 2007, she worked as a full-time associate attorney for Edward Fishman (LDF’s current Legal Administrator) at his law practice in Sebastopol, California, known as the “Law Offices of Edward Marc Fishman.” She began working for Mr. Fishman in August 1999. The law practice primarily handled civil litigation, criminal defense, and administrative/ labor law. With Mr. Fishman, Rebecca helped achieve the successful conclusion of a great many cases, including the successful acquittal of one of the Oakland officers charged criminally in the case involving what was known as the "Oakland Riders."
Throughout her years of practice, she represented a variety of peace officers in matters relating to their employment. With this type of experience and affiliation, and the successful teaming with Mr. Fishman, she became a panel attorney for the PORAC Legal Defense Fund. As such, she has acquired an even larger array of experience and knowledge in representing officers and their associations in matters relating to administrative discipline, civil proceedings, criminal prosecutions, labor negotiations and a variety of other related matters. Her tremendous organization skills, knowledge, and experience with the laws and policies of peace officers and their associations has and will continue to assist her as the Assistant Legal Administrator. Her extensive civil experience will also continue to assist her as the civil case monitor.
Rebecca was born in Houston, Texas, and moved to California when she was 7 years old. She then grew up in Petaluma, California, where she graduated from Casa Grande High School. She went onto University of California, Davis, where she obtained a Bachelor’s of Science degree in Environmental Policy Analysis and Planning, with a specialty in Wildlife and Fisheries Biology, graduating with high honors in 1992. Shortly thereafter, Rebecca obtained a Doctorate of Jurisprudence from Hastings College of the Law in the spring of 1996 and became a sworn active member of the California State Bar Association beginning in December of the same year. Prior to graduating from UC Hastings, Rebecca clerked for two years with the Sonoma County District Attorney’s Office. Also for several years during college, Rebecca worked at a civil law firm in Walnut Creek. After graduating from law school, Rebecca worked for two years at a firm in Novato, where she handled environmental and labor-related cases. After obtaining extensive civil litigation experience, Rebecca went to work for Mr. Fishman.
Rebecca is proud to be working directly for Legal Defense Fund, in a constant pursuit of protecting and defending peace officers, working with our panel attorneys, and striving to ensure that the rights of peace officers are strenuously defended across the country.
